Cannot access event zone on most characters

I am trying to complete the event quests across my alts, but I do not have the option of selecting the table to enter the zone for most of them. Doesn't even have the floaty particles for interactive items.
The event info says that there is only a level 11 requirement to complete the event, but all of my characters are well past that point. Is there also an Item Level requirement? I think the only ones that I have been able to get participate, have exceeded 45k IL.
If it helps any, I just recently returned after a long break and haven't really cleaned up most of these characters yet. Lots of obsolete gear, old quests, very low ILs, etc. However, even a fresh character I rolled when I returned about a month ago is also unable to access it.

I have a few characters suffering from the same bug here on PC and on Xbox. It's been buggy the same way before in past years, but I thought it was fixed. Guess not.

Same, can't get in on some characters. They meet all the requirements. Table not sparkly.

same here, random toons unable to enter event zone, the table is not sparkling.
i've put the ticket on, they say since any other toon can access it's fine.
later on asked me to rate their quality of service, lol.

I can also only go to the area with the character I started the event with.

It's a known bug they've had before, in exactly the same way. A few days at the start of the event with no bug, any char can enter. Then they patch the bug in and chars get blocked. Then they may or may not fix it later.
