IS THIS A MISTAKE? ITEM LEVEL TO QUALIFY FOR RANDOM DUNGEON RAISED FROM 25K TO 30K...

This as I see it is why so many people get discouraged and give up on playing Neverwinter... Without any noticeable fanfare players who had characters that were able to participate in random dungeons with an item level of 25K suddenly find they are not able to access that content because it now requires characters to have a 30K item level (same as the random trial content). I was well on my way to earning some better gear to be able to more successfully survive in higher level content and now it's going to take me much longer... What The Hell?

Yeah, I get it but the question remains; is this a temporary error or a permanent change (which will probably require a company reply) and if it is the latter what's the use in pursuing betterment for any character to play existing content if that effort is just going to be negated with future updates? I can understand requiring higher levels for newer content, but to increase requirements for existing content without increasing the rewards for that content just seems unnecessarily punitive with little or no reason. The least they can do is increase the number of seals awarded... but they haven't.
