Commanding Shot Issues (Ranger Encounter Power)

I've experienced two different issues with Commanding Shot:
1) The strong grasping roots of commanding shot do not affect any enemies beyond the target, no matter how close they are. Other encounter powers with strong grasping roots will spread to nearby enemies. Can this be fixed, please?
2) When I use the mount insignia bonus that reduces the cool downs of encounter powers (tactician's precision (?)) by 5 seconds, commanding shot does not get the bonus. Other encounter powers do, so it is very noticeable when commanding shot's counter does not change. Can this also be fixed, please?
