Okay - so had the thought today - not sure if anyone remembers Icewind dale , but in Open world PvP Areas there is "Black Ice" that you'd mine to be able to then put onto gear to make it stronger. What if that system came back .. like many many games like this have for PvP incentives. The ability to farm Open world PvP Resources that you can use to fill up into gear that would drain over time , but while it's active would reward that gear with +100 Item level , or +50 , or +100 of each stat etc.. This would satisfy a lot of PvP Cravings while also connecting the 2 worlds together, PvP and PvE, once again . Just like the old days.

The black ice system for "charging" gear wasn't related to PvP at all... so it wouldn't really act as a PvP incentive.
There was also a crafting angle (black ice infusion?) that has been partly removed from the game, but is also partly still there.
