Wizard's encounter Conduct of ice is bugged (thaumaturge)

Hello guys, I'd like to report some bugs on Conduct of ice.
1) it doesn't add a chill stack on each target consistently : sometimes it does, sometimes it doesn't, sometimes it adds chill only on one target. It was already the case before yesterday's power rework.
2) it doesn't proc smolder at all on critical hits when Critical conflagration is on. It was also already the case before yesterday's power rework.
3) but what's new since yesterday's patch, is that it no longer procs Glowing Flames at all neither (it did on each tick, 8 times).
That makes Conduct of Ice useless : as a cold dot power (like Icy Terrain), its main use was to generate dot smolder damage (at least glowing flame) with the Directed Flames feat on.
A last point : i think COI should add a chill stack on each of the 8 ticks as before, like Icy Terrain does (but without freezing targets, unlike Terrain).

PS : With Chilling Advantage+Directed Flames, COI procs rimefire smolder, but twice at the same time, at 1st tick.
