PVP Etiquette

Today I was in a PVP area when a heroic encounter spawned.

I’m shooting at the boss, and there’s someone shooting at me.

I look and see that it’s another player character, so I start running away.

He chased me and killed me a few feet from the PVP border.

I don’t really know the protocol here.

It feels like a really unsporting move to fire at a distracted opponent, then keep firing at them when they’re running away.

But was I not supposed to run away?

What’s the etiquette here?

    If you are in PVP area, you are there to be an open target. The 'opponent' camp can try to kill you. Distracted, even better. Hence, if I happen to be there to look for black ice, I keep my eyes to the surrounding and 'get ready' to be attacked. Either fight back or run away. However, if you went to PVP area, you are marked to be available to be attacked in the whole map after that until you are killed or in a camp fire.
    Hence, unless you are ready to battle, don't go to the PVP area at all.

    Fair enough, but it still feels pretty scummy to chase down a retreating enemy and shoot them in the back.

    You happen to be a rare prey that happened to be one of may be handful in the whole day. If he does not mean to kill you, there was no point to attack you. He wanted the score.

    I don't mean to beat a dead horse, but I was running away.

    I never fired a shot at him.

    He wasn't some noble hunter scoring a well-earned victory.

    No, but you were a tally mark for him in PVP kills. It is what it is.
    I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.

    When you are hunting, you are going to kill the running prey. Not fighting back is a better prey for the kill count. There is a bull eye above your head. PVP is a bully game.
    The next chapter can be: you were gang hunted and be killed before you can run. Hence, don't wander into PVP zone.
