I completed everything to reach level 4 workshop, but only get a maximum of 29 artisans. On my main character I have a maximum of 30. Why am I only able to get 29 and support says I should send in a forum notice to alert the developers?

    Most of my toon has 29 max. The one that has 30 max most likely was added one more years ago during one of the events and left behind, most likely a summer festival artisan years ago. So, in other words, 'to fix it', it is to get rid of the 30th one.
