Block not working properly after at-will paladin.

I've noticed that block doesn't activate immediately after using at-wills. If I am holding down the mouse button and switch immediately to shift, nothing happens. If i wait about one second after letting go to hit shift, it will trigger. There seems to be no problem going from encounter power directly into block. In other words, I can cast an encounter, then hold shift before the animation finishes, and block will immediately engage. I play paladin as my main. Other tanks have had similar problems. Other classes I spoke to don't seem to have similar problem. As a tank not having my shield for that second is an issue. I tried the same thing on my fighter and the shield was up immediately. Only my paladins have the problem

Yes, after reading this I also noticed the problem. It wasn't obvious to me because I am used to blocking and moving at the same time, which still works fine, no delay.
