Upgrade guarantee resets after log out

I tried upgrading my enchantments 20+ times and failed. Tried again the next day on same enchantment and noticed that my guarantee counter was reset. Logged out and logged back in, now it doesn't show the counter, so I believe it was reset again. This means that everytime I log off, my guarantee counter is reset.

It was the green recharge speed enchantment, that I noticed it on. But it actually happens on every other enchantment too. As soon as I log out, that counter is reset. I've not tested on artifacts or anything else as I don't have any pres wards left or upgrade materials for them.
