HR Control Powers (roots) don't involve Control Bonus statistic???

This is what I'm hearing. I'd like an answer from an actual dev to confirm or deny this.

So I am reliably informed that HR AoE attacks that root enemies don't use Control Bonus as their stat?
"a ranger's roots work as they say, but they simply aren't catagorized as a "control power" in-game
even if paired with crushing roots
so they don't proc anything that relies on cc application
