Missing Quest starter items in Bryn Shandar

When killing roaming Bosses (Fangstorm, Ghost of Bryn Shandar, The Returned) are killed they no longer drop a quest starter item like Fangstorm Fur. This began to happen after the September 19th update.

    Yes, Fangstorm and The Returned did not drop the quest item.
    The first time I killed the Returned was on the stairs. I thought the raised height might be a factor of the bug. Hence, I even moved him off from the stairs when my 2nd character faced him. No, no item was dropped.

    Today, both Fangstorm and the Returned gave me the quest item.
