Loadouts and Cooldown Improvements

So there's a minor loadouts inconvenience when it comes to cooldowns. You can't switch a loadout in case the item has a cooldown but needs to get switched out by the targeted loadout. This usually happens after boss fights when the artifact is still on cooldown but more importantly in the belt slot with chains, forgers, etc. It's super annoying to be locked out of changing a loadouts for up to ten minutes.

Workarounds exist, but I was wondering whether there might be a more elegant solution where you can change the loadout but the cooldown persists for the item category.
