Unless i missed it in the patch notes I'm pretty sure he shouldn't be doing this..

We’re aware of this issue that affects a power which is used by several bosses, and we’re doing our best to fix it as soon as possible. We noticed that players were still able to complete this dungeon despite these unleashed avalanches, so we didn’t remove it in the meantime.
