I checked mine and can confirm its affecting the bound ones.
They stack for me until i put them into the overload slot and bound them. While they still where "unbound" I unstacked them pressed "sort" and it automatically stacked them again.
As soon as they are bound to character they stack only with those which arent bound and only 1 pr stack. Now i have 2 unstackable and 1 stacked with a bunch of unbound. (wont recommend it for you but - you could try press "sort" and see if some will stack)

When it is slotted, the timer activates (as turning on a flag and not starting the countdown). That is probably why they cannot be stacked. The code probably is not written to bother to check if the timer has the same value so that they can be stacked.
I am not sure OP's issue is the same though.

I would like to agree, but as one them them do stack with an unbound stack it feels not 100% right.. imo someone messed it up by implementing the "not stacking" feature to circumvent a "reset bug" and now we got this strange behavior at times. But thats only me naggin ^^
Sorry but only my first tests seem somehow messed up. After triple checking everything my current status now:
3 bound stacked 1 used with started timer 2 unbound stacked
So they do work for me. Soorryy for the waste of time. Try the "sort" it stacked (after a couple of times) for me.
