Menzoberranzan Heroics - Incursion just Stops...

Not the first time I have seen this. We had a group doing Incursion. We got up to the final stage - Defeat the Dread Captain and Guards. It just stopped. Dread Captain and Guards never appeared. Timer was 5+ minutes and just continued to count down. The heroic encounter ultimately failed because the final boss never appeared. This was in Menzoberranzan Instance 4, probably around 11:30pm (it's 11:45pm Pacific now as I'm typing this). I'm playing on a PS4, but that probably isn't relevant...
