Artifacts and insignias bug

hello, this is a message to the developers, i am on ps4, and i have a bug with the Artifacts and insignias quest, the game will not allow me to hand in the wooden upgraded insignia to fadre, i cannot upgrade it, hand it in, i cannot restart or drop the quest, my profile is zentzurue, my charecter Andy Stairs, thanks for any help

Did the game give you something so that you can convert that to RP (refinement point)?
After that, you should be able to upgrade the wooden insignia.

Im afraid not, ive turned things into those points before an used them, it wont let me, theres no option to do so on the quest item, id read somewhere its a glitch, an since i cant drop or restart it i need a developer to fix it there end
