When a 6dps, 2 healer, 1 tank party queues up to "pug" the last tank, they very often/almost always end up with 3 healers.
They only miss the second tank, but (probably when no tank is available) they end up getting a 3rd healer to the trial queue.
Please check into it, it can cause issues especially with agro swapping mechanics.

Also, if the public queue requires 6 dps, 2, tank, 2 heals, then shouldn't the system populate a tank in OP's scenario?

First you can't change roles once you are in
even if you could - only paladin healers could change to tank, and only if they have a loadout for that.
The 9 people group pugging the last slot expects a second tank not a third healer.
Will investigate this issue - There is maybe an issue if the two healers are in the first queue group?
In certain rare situations, it's intended that the restrictions ("1 Tank, 1 Healer, 3 DPS") are ignored.

I've also heard it said that it is caused by someone queueing as healer then switching to dps while they wait. Not sure how that idea came up though.
Public queue, gzemnid one party with 3 healers and two tanks. Any guess how it went?

It happens with 3 clerics a lot for example.
I HAVE however had the 3 Cleric issue when I have NOT done this, so I don't think they're related.
