No. It is not possible for the way they design the game. Think about if they can patch both XBox/PS client at the same time "every time" the client is updated. Apparently, they could not.

Because PS4 and Xbox are also separated. The UI are different. The economy is different. The sales timing is different (Sony and Microsoft are different). The patch approval procedure is different.

what you mean the UI is different? Its both consoles? What you mean with sales timing? It's a 24h game? The patch Approval is different thats right but if you check xbox cloud gaming and the game would run like that it should not be a problem. More and more stuff would then run directly on the server. The clientside would not have this much of updates.
I think it would still be very good because more player is what you want on an MMO.

- Xbox had the opportunity to take part in a number of events that PS users did not: double AD, Neverwinter gateway, etc. and was released a little over a year prior on Xbox than PS which provided them with a basis for a sizeable head start. - ZEN sales don't necessarily line up between Xbox and PS.
Merging the two arguably won't help with RQ's because it will then be that many more DPS available (multiple times over) which would mean even longer wait times. To help with queue times players would essentially need to be incentivized to run multiple times/characters (especially those with tanks/healers) because once the daily bonus is gone, most will not want to run another until the next day...

UI difference: I think XBox player using XBox build-in voice chat and PS4 players using PS4 build-in voice chat. I don't think they can be mixed.
Sales timing: Microsoft and Sony have their own windows of store sales. I am talking about date difference not hour difference. For example, Zen sale.
Patches difference: the patch is applied to both server and client and they need to match. Most of the time, you can't just patch the client without patching the server and vice versa. So, if the Xbox client is patched to version 1.1.1, it needs to patch the server to 1.1.1 compatible. If PS4 client is not patched and stays in 1.1.0, it may not talk to the server or it behaves different comparing with XBox client (to give them advantage or disadvantage). So, to be fair and feasible, server, Xbox client and PS4 client have to be on the same page. That means Microsoft, Sony and Cryptic have to agree the time to do the patch.
Cryptic does not want it because it is too much work for them and too much stuff they cannot control such as dealing with Microsoft and Sony.
Certain players do not want it because of the economy difference.
