A continual bug with Knight's Rebuke is that it provides about 30% of the listed heal per proc from the begining.
Since last change in insignia bonuses Survivor's Blessing is also bugged. Barbarian's Revelry works as per tool tip.
I do not expect this to get addressed after so many reports over the years, but well since neither Knight's Rebuke nor Survivor's Blessing have a cool down I am fine with it as is. Just a heads up about the bugs.
