Sea of Moving Ice treasure maps

I recently went back to the Sea of Moving Ice to finish the fishing achievement. I tried to use a treasure map but it ga e me a message that said "you already have all the items in this package." I can't view the treasure map and have never even found any of the treasures from the maps I have. Any one have any idea what the issue is or is just that the maps don't work there anymore. Thank you
