Weekly Cap on Seals and BoP Seal equipment

There is a weekly cap on the new seals of 500, is this a new thing i only remember there ever being a max cap not a weekly cap that is full in one days round of randoms. I also noticed that when you look at equipment for other classes on the seal vendor you can buy for your alt but it will be bind on pickup to the purchasing character. Surely that cannot be as intended.

The upper tier seals have been capped in the past. I don't know if every time they have been, but Fallen definitely were.

The second thing is probably an oversight in not removing the ability to buy for other classes. I would rather the binding state be BTA though and leave the 'other classes' because otherwise the seals become worthless very quickly.
