Can't upgrade Fey Longbow

The refinement window of the fey longbow shows no next tier of upgrade. If you press "upgrade" and confirm that you have a 100% chance to upgrade, you hear the refinement sound, nothing happens, and you are back to being able to click the upgrade button.

This hinders from getting the dedicated collection and also from completing the "The Ascended" Achievement.
