Barbarian (GWF) Stamina bug

There is an issue with barbarian where the stamina recharge takes a second or two to start recharging. It's been in the game for a while and was wondering if there could be a fix for this, and I believe this is on every character.

Not sure this is a bug, it could just be lag occurring between being in a blocking state and normal. Also if you are empty on stamina, you do suffer a stall of regeneration.
