Boy a rare Artisan

My main toon does not have the option to buy a rare or better Artisan, however my alt toons do. There is a discount offer for my alts to get one for 375 Zen. I have never purchased one before and sure would like to own one. Also, I tried both routes. I tried in the Zen shop and offer doesn't show. I went into my workshop office where I manage artisans and the option to purchase an artisan is darkened and unusable, unlike my alt toons which is brightly lit for them. Is anyone else experiencing this?

Do not waste your Zen to buy artisan from Zen store.

Apparently when the number of artisans a workshop can hold is full, the option for "premium applications" in unavailable.

If you upgrade your workshop to Level 3, Rare Artisan's will periodically apply to your workshop. Usually it's not very often maybe 1 a month if you lucky, sometimes slightly more, others slightly less... ...just depends how many you already have!

If you also upgrade to Workshop 4, you might even get a Epic Artisan apply.

You can eventually upgrade to Workshop 4, just by crafting items each day for the Commissioner, it takes a bit of patience though...
