Change active user removed from game?

Seems like the option to change the active user has been removed from the title menu. You used to be able to press the "Y" button to quickly switch between users. No mention in the patch notes.

I haven't seen patch notes for this latest game breaking patch. They broke a ton of stuff with this last one.
