Sgt. Knox provides the initial quest for the professions shop at character level 8. I can progress the shop through the first and second level, but when my shop has a profession at level 10 and a worker at level 11, I don't get the quest for Sgt. Knox's box. Does my character need to be a certain level to progress through the professions?

I have one artisan at level 12 and a profession at level 11, and still no quest. This is on a level 8 toon.
I just did this on a level 20 toon and I was awarded the quest without any issues, so I thought I might have to increase the character to a higher level before I get the next quest.
I haven't taken a lower level toon through the professions quest, and the wiki is horribly outdated. It still has everything listed as level 80. But it does mention, or at least allude to, the character being higher level as well.
