Is there a starting character level for the professions quest " A Box for Knox"

Sgt. Knox provides the initial quest for the professions shop at character level 8. I can progress the shop through the first and second level, but when my shop has a profession at level 10 and a worker at level 11, I don't get the quest for Sgt. Knox's box. Does my character need to be a certain level to progress through the professions?

Mea Culpa:

The retainer very clearly states Character (not artisan) level 11 and profession level 10 to obtain the next quest, which appears to be having 10 artisans in your workshop. So the character needs to finish Ebon Downs to obtain level 11.

The next workshop quest is attained at Character level 13 and profession level 13, which should be the Box for Knox quest.

Did you talk to your retainer?
What is his/her reply of "What should I be doing?"?

my retainer says to continue working with the artisans until one reaches rank 11 in one profession and one profession to rank 10. The only reply i have available is that I will continue to train my artisans.

I have one artisan at level 12 and a profession at level 11, and still no quest. This is on a level 8 toon.

I just did this on a level 20 toon and I was awarded the quest without any issues, so I thought I might have to increase the character to a higher level before I get the next quest.

I haven't taken a lower level toon through the professions quest, and the wiki is horribly outdated. It still has everything listed as level 80. But it does mention, or at least allude to, the character being higher level as well.
