What is going on with Flax Flower respawn rates?

Dunno. Feels like the respawn rate of Flax Flowers on the Summer Festival map is down significantly since the latest maintenance / start of the Festival Height. You could usually just rotate between two or three spots and be done with the picking and now there are instances where it's hard to find *any* flowers. Really annoying. Time investment has pretty much doubled.
