Vallenhas Transmutes

So shoot me if this has been answered, but why are the transmutes from the glyphworks vendor locked to character instead of account? I just scored a greatsword transmute for Barbarians while running my cleric. No biggie...until I realize I can't swap to another of my toons (Bind to character on pickup), and I can't unbind it (not in the permissions pool for Unbind Token use). That's a pretty hefty waste of a transmute. Was this addressed? If not, will it be addressed?
