Artificer's Persuasion

Hi - I do not follow release notes very closely, so I am not very up to date on changes that have happened.

I just noticed that an insignia bonus Artificer's Persuasion now grants "When you use an Artifact, your cooldowns are reduced by 2 seconds."

before, it used to grant:

Artificer's Persuasion <2 Barbed, 1 Illuminated>: Whenever you use an Artifact power, your Recovery, Movement, Action Point Gain, and Stamina Gain are increased by 10% of your Power for 15 seconds.

when was this changed? (maybe it was from years ago, as I said - I do not really follow the changes, and I am often using outdated NW websites for information)

how does it work now? your cooldowns are reduced by 2 seconds - it is an immediate effect for encounter powers that you have just used? or it applies for a duration of time?

I am curious - if I wanted to find out the history for when this was changed, is there a way to do a keyword search on release notes only to find out when it was changed and why?

It was changed at least 3 years ago, was like that when I started.
When you use an artifact, it immediately removes 2 seconds of any powers currently on cooldown and then is done, no duration
