Whispering Caverns entry bug

I was doing my Protector's Jubilee quests and tried going to Whispering Caverns for the Northdark Report quest. I got the message: You must complete the quest, 'Artifacts and Insignias' from Sergeant Knox in Protector's Enclave to unlock travel to Whispering Caverns.

I don't have that quest in my quest log, Sergeant Knox has no quests to offer me, and I've already completed Whispering Caverns on that character. Checking my other characters, several of them can't enter the Whispering Caverns zone either.

Just curious, which Sergeant Knox did you talk to? Did you talk to Knox in Adventurer's Guild?

I'm having the same issue. I have multiple quests there as I started the area before the jubilee and now i can't enter it. I only have the Sergeant Knox in the Adventurer's guild. as i'm under level 20.

I tried both the one on the stairs and the one in the guild building.

This should be fixed when the system comes back online - according to the patch notes.
