The boss in BHE (summit) in Dragonbone Vale is not a dragon

The boss in the Dragonbone Vale BHE is not a dragon. It was a humanoid and it died faster than the mini boss before it. Is this WAI? Or, a glitch? Or, is dragon now taken away by the new dragon hunt? Damn you, Smerdiuk Dragonbane, Dragon thief!
