Make Inscribed Garments Useful Again!

At one point in time these Garments use to give bonus Experaince, however with the equipment changes these items are only give crumy stats. This item use to have use by giving Exp bonus which both high level and low level players use, but with the exp bonus taken away no one uses it now, therefore it is a waste of zen. I purpose to revive it by making it give out Movement speed by 10% and removing the stats it gives therefore because it use to give out 10% exp, therefore reviving it because people who are speed demons would want this for their speed build especially when farming for rank 5 enchanting stones.
