Conduit of Ice fails to proc a stack of chill per hit. Icy terrain will proc a stack of chill per hit/per enemy. Conduit of ice should work the same way but it doesn’t.

    Also the magnitude of this power is way off! It hits for my base damage only! Please look into the thaumaturge classtype! It needs help compared to rogue!
