Siege of Neverwinter / minimum required IL (?)

is there a minimum required item level for the Siege of Neverwinter as an appointment event? I noticed that some of my (lesser used) characters do not have the Siege Battlefield appearing on the travel map (for these characters, there is no quest pickup option for "The Siege Begins" from the Siege Defense Coordinator in Protector's Enclave. ((I initially thought it was broken like how from Day of the Dungeon Master some people had reported that they could only get one of their characters to enter)).
I checked the current event description page (as well as the link to the Appointment Events guide) and it does not mention any required item level.

(I looked up the history for the other appointment event Harvester of Nightmares which did specify "Adventurers will need to be level 20 and have a minimum 18,000 Item Level to participate in this event.")

I checked the characters that I am able to bring into the Siege Battlefield and they do have well over over 18000 IL.
Can someone please confirm that the item level requirement for this Siege appointment event is 18000?

Is this the case for all appointment events going forward (that they will all have a baseline minimum IL requirement of 18000)? Is it different for each appointment event? Was it the case for Day of the Dungeon Master that there was an IL requirement? I only ran a single character during that event, but for the Siege event I was considering to try running a few characters for the stronghold currency certificates.

I made a mule character (who did next to no quest at all) to have item level 18044 and he can get in.

The in game description (in yellow): The required item level for this event is 18,000.
