Mod 23 Mythic Gear Feedback/Ideas

Below is my feedback for the Mod 23 Mythic gear on the Preview Server as of May 9, 2022.

--- "GLASS CANNON" ---

Sharp Circlet of the Dragon Hunter
Butcher's Tenacity
Current: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 1% Critical Severity for 10 seconds. (Max stack 10)
Proposed: Whenever you deal Combat Advantage damage with your powers, your Damage and Critical Severity are increased by 1% but your Defense and Awareness are decreased by 0.5% for 15 seconds. (Max stacks 5)

Sharp Jacket of the Dragon Hunter
Reckless Rage
Current: Whenever you deal damage to an enemy gain a stack of Reckless Rage, increasing your Critical Severity by 1.5% but decreasing your Awareness by 2% for 5 seconds. (Max 5 stacks)
Proposed: Whenever you deal damage to an enemy gain a stack of Reckless Rage, increasing your Damage by 5% but decreasing your Defense and Awareness by 1.5% for 15 seconds. (Max 5 stacks)
Note: Yes, 25% total damage increase. Under general gameplay, this may equate to 5-10% more damage than Rib Cage with the cost of 7.5% reduced Defense and Awareness.

Sharp Reachers of the Dragon Hunter
Magician's Fury
Current: When you are 50' or further away from your target, your Power and Critical Avoidance is increased 5%.
Proposed: When you are 25' or closer to your target, your Power and Critical Avoidance are increased 5%.
Notes: Band of Air does not proc past 50', significantly reducing the viability of this item if not addressed.

Sharp Longboots of the Dragon Hunter
Voracious Might
Current: Increases damage dealt by 5%. Decreases Critical Avoidance by 30%.
Proposed: Increases damage dealt by 15%. Decreases Awareness and Critical Avoidance by 15%.
Note: Squish squish

--- "BALANCE" ---

Tactful Cap of the Dragon Hunter
Challenger's Might
Current: When in combat with only one enemy, your Power is increased by 7%
Proposed: Whenever you damage or heal your target, your Power and Critical Avoidance are increased by 1% for 15 seconds. (Max stack 5)

Tactful Leathers of the Dragon Hunter
Ruthless Might
Current: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 2.5% Critical Strike and Critical Severity for 15 seconds. (Max stack 5)
Proposed: Whenever you damage or heal your target, your Critical Strike and Critical Severity are increased 1% for 15 seconds. (Max stack 10)
Note: Slower attacking classes need an option to stack Critical Strike and Critical Severity.

Tactful Gloves of the Dragon Hunter
Charged Rejuvenation
Current: Whenever you are healed in combat, you have a 10% chance to gain 7.5% Recharge Speed. (30 second cooldown)
Proposed: Whenever you are struck by a Critical Strike, you have a 10% chance to gain 3% Recharge Speed and 0.5% Critical Avoidance for 15 seconds. (Max stack 5)
Note: A viable Recharge Speed gear option (15%)

Tactful Boots of the Dragon Hunter
Charged Force
Current: When Action Points are full, your Power is increased by 6%.
Proposed: You gain 0.5% Power and Critical Avoidance for each player on your team.

--- "PRECISION" ---

Mighty Helm of the Dragon Hunter
Maximized Opportunity
Current: When in combat with only one enemy, your Combat Advantage is increased by 7%.
Proposed: Whenever you deal Combat Advantage damage with your powers, your Combat Advantage is increased by 1% for 10 seconds. Lose all stacks when you do not deal Combat Advantage damage. (Max 10 stacks)

Mighty Cuirass of the Dragon Hunter
Ruthless Advantage
Current: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 2.5% Accuracy and Combat Advantage for 15 seconds. (Max stack 5)
Proposed: Whenever you deal Combat Advantage damage with your powers, your Power, Accuracy, Combat Advantage, Critical Strike, and Critical Severity are increased by 1% for 10 seconds. Lose all stacks when you do not deal Combat Advantage Damage. (Max 5 stacks)
Note: Total of 25% stats, which is better than Rib Cage; however, it requires gearing for and has a penalty.

Mighty Vambraces of the Dragon Hunter
Defender's Strike
Current: Gain 1% Damage Resistance when you strike an enemy. Stack 5 times. When you are struck, the stacks are consumed and you gain 1% Damage per stack consumed for 10 seconds.
Proposed: Whenever you deal Combat Advantage damage with your powers, your Damage and Defense are increased by 0.5% for 10 seconds. Lose all stacks when you do not deal Combat Advantage damage. (Max 5 stacks)

Mighty Greaves of the Dragon Hunter
Bloodletting
Current: Whenever you Critically Strike with your Powers, you have a 10% chance to reduce your Maximum Hit Points by 20% and gain 3% Damage for 10 seconds.
Proposed: Whenever you deal both Combat Advantage damage and Critically Strike with your powers, your Damage is increased by 2% for 10 seconds. Lose all stacks when you do not deal Combat Advantage damage or do not Critically Strike. (Max 10 stacks)
Note: One of the more interesting options

--- "HEALER: FORTE" ---

Serene Hood of the Dragon Hunter
Butcher's Focus
Current: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 1% Critical Strike for 10 seconds. (Max stack 10)
Proposed: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 1.5% Critical Strike and 1.5% Forte for 10 seconds. (Max stack 5)

Serene Robes of the Dragon Hunter
Gladiator's Focus
Current: For every 5 seconds you are in combat, you gain .5% Critical Strike, to the max of 6%
Proposed: For every 5 seconds you are in combat, you gain 1% Critical Strike, Critical Severity, and Forte, to the max of 8%.

Serene Mitts of the Dragon Hunter
Medic's Devotion
Current: Healing an ally increases your Power and Critical Strike by .5% but reduces your Incoming Healing by 1%. (Max 5 stacks)
Proposed: No change.

Serene Boots of the Dragon Hunter
Champion's Might
Current: When your health is greater than 85%, your Power is increased by 7,500.
Proposed: When your health is 50% or above, your Power and Forte are increased 3%. When your health is below 50%, your Defense and Incoming Healing are increased 3%.

--- "HEALER: ALTERNATIVE" ---

Superior Helmet of the Dragon Hunter
Tenacious Luck
Current: When in combat with only one enemy, your Critical Strike is increased by 7%
Proposed: When you damage or heal your target for more than 10% of your Maximum Hit Points in a single blow, you gain 1% Critical Strike and Critical Severity for 15 seconds. (Max stack 5)

Superior Plate of the Dragon Hunter
Graceful Harmony
Current: You gain 1% Outgoing Healing for each player in your team. When your teammates are 20' or closer to you, their Forte is increased by 1%.
Proposed: You gain 0.5% Power, Outgoing Healing, and Defense for each player in your team.
Notes: Replace the Accuracy stat with Critical Strike

Superior Crushers of the Dragon Hunter
Herald's Decree
Current: Current: When you have no teammates within 30' of you, your Power and Defense is increased by 5%.
Proposed: When you have teammates within 30' of you, your Power, Defense, and Forte are increased by 2.5%.

Superior Stompers of the Dragon Hunter
Healer's Sacrifice
Current: Increases total Outgoing Healing by 5%. Decreases incoming healing by 30%.
Proposed: Increases Power and Outgoing Healing by 3%. Decreases Defense and Awareness by 3%.
Notes: Replace Combat Advantage stat with Critical Severity

--- "TANK" ---

Rugged Sallet of the Dragon Hunter
Skirmisher's Versatility
Current: Whenever you deal Combat Advantage damage with your powers, you have a 10% chance to gain 5% Deflection and Deflect Severity. (30 second cooldown)
Proposed: Whenever you receive Combat Advantage damage, you gain 1% Deflection and 1% Deflection Severity for 15 seconds. (Max 5 stacks)

Rugged Mail of the Dragon Hunter
Boar's Determination
Current: Whenever you are damaged for more than 10% of your Maximum Hit Points in a single blow, you gain 1.5% Awareness and 1% Stamina Regeneration for 10 seconds. (Max stack 5)
Proposed: Whenever you are struck by a Critical Strike, you gain 0.5% Awareness and Incoming Healing. (Max stack 5)

Rugged Gauntlets of the Dragon Hunter
Defender's Guard
Current: Gain 1% Damage when struck. Stacks 5 times. When you strike an enemy, the stacks are consumed and you gain 1% Damage Resistance per stack consumed for 10 seconds.
Proposed: Whenever you are struck by a Critical Strike, you gain 5% increased Threat for 15 seconds. (Max 5 stacks)

Rugged Sabatons of the Dragon Hunter
Ghosted
Current: Whenever you are struck by a Critical Strike, you have a 10% chance to increase your Maximum Hit Points by 20% and gain 3% Defense for 10 seconds.
Proposed: Whenever you are struck by a Critical Strike, you have a 10% chance to increase your Maximum Hit Points, Deflect, and Deflect Severity by 5% for 10 seconds.

--- "RINGS" ---

Waywatcher's Ring of Precision
Encounter Perk
Current: Your Encounter Powers do 5% more damage
Proposed: Your Encounter Powers do 10% more damage
Note: Remove the Accuracy and AP Gain stats

Wayseeker's Ring of Precision
At-Will Perk
Current: Your At-Will Powers do 8% more damage
Proposed: Your At-Will Powers do 10% more damage
Note: Remove the Critical Severity and AP Gain stats

Mightbreaker's Ring of Elegance
Scale Smasher
Current: +5% Damage against Dragons
Proposed: +10% Damage against Dragons
Note: Remove the Critical Strike and AP Gain stats

Soothesayer's Ring of Absolution
Enduring Critical
Current: Your current Hit Points increases your Critical Strike, up to a maximum of 6%
Proposed: No changes

Soulfire Ring of Piety
Healing Preparation
Current: When you stand still for 6 seconds, your Outgoing Healing is increased by 10% and AP Gain is increased by 5% for 6 seconds.
Proposed: When you stand still for 4 seconds, your Outgoing Healing is increased by 10% and AP Gain is increased by 5% for 6 seconds.

Stalwartneedle Ring of Bulwark
Scale Defender
Current: You take 5% less damage from Dragons
Proposed: No changes
