>Talk to the race coordinator and accept the quest
>stand in the blue circle between the bleachers
>wave to indicate you're ready
>then stand around for 20-30 mins or until you get fed up because nothing happens.
If there aren't enough racers a time trial should start but of course that's broken because of the current incompetent developers.
