Can't Protect the District or Resist the Rituals

I've been doing this daily for a while, trying to get my Mirage gear restored. Yesterday, everything was working fine.
Today, when I try to start either Protect the District or Resist the Rituals, the screen flashes, but the timer never begins. It seems to be impossible to do either.
However, both still read as available, and I still get frequent reminders in large yellow lettering across my screen that I'm dropping the ball by not doing it.
Help! I am restoring my stiletto today...and then it's on to the dagger...in theory...
