I can understand why a target limit was added to AoE damage powers. It prevent player from assembling all enemies in one group and then killing them with AoE powers. But what the reason to add a target limit to the healing powers? Is getting players together and healing everyone - cheating?
Almost all AoE healing powers have 15 target limit or even less. This prevent player from healing all other players on "open world" maps like Avernus; this limit can prevent player even from healing all 5 players in dungeon if the power can also heal NPCs like companions, illusions or other summons.
Could you remove target limit from all healing sources? It's defenitly not enoth to just forbid healing powers to affect NPCs. I think players rarely heal more than 15 targets, and even when they heal, it doesn't create a heavy load on the server, but it's very unpleasant when your power fail to heal someone.
I see no reason to create a list of healing powers with a target limit because almost all healing powers have limits.
A while back when they were reworking "healers"/regeneration/lifesteal/etc..., the discussion was to put as much "reasonable" limits to tone down healing as much as possible from all sources. I assumed when they add target limits, it is with "open world" BHE/pvp/events in mind, that one healer can't just stand in the center and spam heal to everyone. Especially with some healing class/role can just spam dailies back to back...

But the target limit is a bad restriction to healers. For example if 20 players are fighting in BHE and 5 healers trying to heal them, all healers will heal the same 15 nearest players when 5 further players will left without healing. This problem can be solved in other way, for example, the target selection algorithm can be changed from nearest 15 to 15 targets with lowest hit points. But I think it's better to solve this problem at all by removing target limits.
