SOMI/Soshenstar waters - wings mount no dismount

Recently I was doing some legacy stuff on those maps and found a bug(?). This is I think one of those non-gamebreaking bugs that are fun when they happen. Basically, after entering the waters in either SOMI or Soshenstar River while using Celestial Wings mount and getting into Khyek (boat) everything is fine. A "bug" happens after leaving the waters. When going back to the ground and using Wings mount to just travel, some encounter powers and some at-wills do not dismount the character and basically allow to fight mobs with mount speed and looks. Was experiencing that on paladin.
Repro steps:
1. Go to either SOMI or Soshenstar River.
2. Enter waters while using Celestial Wings mount.
3. Leave waters.
4. Use encounter powers like Burning Light or Bane / at-wills like Oath Strike.
Not sure if this works with other mounts. Khyek quality was green (80% speed one). Not every encounter power works here, AoE powers seems to work. Changing the map fixes the bug.
