Harvester of Nightmares - red eyes (debuff)?

in harvester of nightmares, at the beginning of some rounds, the screen becomes hazy/dark, and there appears these red 'cat eyes' overlay on the screen - what is the significance of that? I try to check the buff icons to see what it is, but I can never find it in time. Is it supposed to represent some kind of fear effect that prevents you from using powers?

(sorry, I am not sure if this effect is used elsewhere in the game, or if it is some player power being activated)

It occurs when the harvester is 'on the field'. What effect it has I know not.

I always just thought it was us seeing through the eyes of the dreamer, or through the eyes of the Vistani shaman woman, into the dream.

ok thanks demenoss - the next time it happened, I did notice some npc spectral figure (the harvester) standing off to the side.

but as you say, I could not tell if there is any in-game effect.
