Arcana Skill kit malfunctioning

Mountain in The Quellwater Tarn, next to the Grappling Hook pole, there is an Arcana Skill kit that does not work... it sparkles as if you can click it, but it does not function.

    It is blocked by terrain. There were some in the Well at one point that acted the same. You can't see what is in the way, but it keeps you from activating the node all the same.
    I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.
