Arcane scryings quest broken for anyone else?

I have a character I just started, but now an entire quest line is unavailable because the portal to take me to Quorthon is invisible and I can't interact with it. Others seem to be able to use it, but the quest path leads right to empty space where the portal used to be.

I have restarted the Xbox, and even left it unplugged all day today. It was there when I went to the previous quest, gone when I came back.
