Cordon of Arrows getting stuck

If cordon of Arrows is used in a reaper queue with reduced recharge speed it will get stuck with no remaining shots and not come back. Recently I've even had this continue after I left the reaper. I was having the issues, switched to another loadout that didn't have cordon on it. I later loaded into a different dungeon (vos) and went to go back to my loadout that had cordon on it and the encounter still has no charges on it.
