PC Cannot Switch Loadouts.

Hello Fellow GF's.
I know this issue was fixed for most people in the last patch but I am still unable to switch loadouts.
I have stripped my avatar of everything, gear, insignia, companions and companion gear, tool belt and artifacts. I've gone to various locations/campfires/Strongholds, even uninstalled and reinstalled and still can't switch.
I wondered if anyone else might still have the same issue?
