Learning to Fish quests bugged.

I am unable to start the 'Learning to Fish' quests in either Sea of Moving I've or Port Nyanzaru.
When you talk to the quest givers, neither of them gives you a fishing rod or pole. I believe the object we should receive is the Maple Fishing Rod.
It is not possible to interact with the basket of fishing rods next to the quest giver in Somi.
For characters who have already completed the quest, you can discard and collect a new rod in SoMI.

i am also having this bug i have bait and boat but no fishing rod and i am in the sea of moving ice

I checked the quest after today's patch and found that I was unable to abandon the quests given in SoMI and Port Nyanzaru. I also couldn't pick up a new starter rod from the basket next to the quest giver in SoMI.
I was only able to complete these quests by going to the Winter Festival and completing the 'Learning to Fish' quest there and buying the rod from the fish and bait merchant.
Can the devs please add in the option to abandon the quest and pick it up again. Thanks.
