Can't buy Twinkling key when Vault of Stars dungeon already open for account

I completed all quests in new Sharandar campaign on one character, so I opened Vault of Stars dungeon for all my characters. But I can't buy keys for this dungeon on other characters until I complete all quests on them too. Could you enable Twinkling keys buying for all characters in account when dungeon already open?

Any updates? Keys for most dungeons unlocks for account too after the dungeon unlock, so could you fix this exception?
