This was reported on PC but is also happening on Xbox. I can pick up the quest from the Master of Coin but there are NO guards with diamonds over their heads. I have done the quest in past years, so , yes, I do know there are 2 groups etc etc etc. I abandoned and restarted quest twice. I am using my Bard but will try another character in a moment.
Checked with my Paladin-- still no guards. Map is shaded and there are the sparkling barriers to indicate the area where they should be foudn, but no guards to interact with.
