[UI] Wrong z-index for context menu in Guild Management

in Bug Reports (PC)
Guild Management -> Alliances -> select another guild -> guild info -> right-click a player in the roster -> context menu shows up, but is overlayed by the Guild Information window.

    Easier to see the issue by right clicking the player in the bottom of the list. Otherwise, one may think there is no op for the right click.
