Overflow Bag when Inventory Not Full

I'm having a problem with items being sent to an overflow bag when my inventory is not full. I have two bags of holding completely empty and a third bag only partially used but items from the auction, crafting and treasure is being sent to an overflow bag. The overflow bag cannot be cleared except by deleting each item individually, even though there is more than enough room to accommodate all of the items within my existing inventory. If I do delete the items from the overflow bag, the next time I gain items from the auction, crafting or treasure they cause the overflow bag to appear again, instead of my inventory.

Is your professions bag full? If it is, crafting materials will go to overflow, just a thought.

Thank you! Yes my toolbox was full. Because I was always producing tools, a tool was always mixed in the overflow.
