jewel of the north artifact is not working as intended

i have encountered problems after using the new artifact jewel of the north for couple weeks now and have found couple bugs :
*when using the artifact sometimes it does the dash effect but the enemies were not taking any dmg (happens once in while)
*when using the artifact sometimes it doesnt show the dash effect and the player stands still but enemies still take damage
